Civilian Hour = military_hours − 12 (if > 12), 12 (if 0), else military_hours

Hours 1-11 are identical in both systems (AM). Hour 0 in military time is 12 midnight (12 AM) in civilian time. Hour 12 stays as noon (12 PM). Hours 13-23 subtract 12 to get the civilian hour (PM). The PM indicator is 1 for hours 12 through 23, and 0 for hours 0 through 11.

Minutes Stay the Same

Only the hours change in military-to-civilian conversion. Minutes are identical: 1430 = 2:30 PM, 0915 = 9:15 AM.

Midnight Is 0000, Not 2400

The day starts at 0000 (midnight) and ends at 2359 (one minute before midnight). 2400 is technically not used in standard military notation.
